He received his early education at RM Bailey Secondary School. He pursued studies at McHari International College leading to a Bachelor of Science Degree in Business Administration in 2009 and Law degree LLB in 2011.
Frankie spent 29 years as a member of the Royal Bahamas Police Force. He is a former Executive Chairman of the Royal Bahamas Police Force Staff Association.
In 2010 Frankie took up a three year Diplomatic assignment as Charge d’Affaires at The Bahamas Embassy in Port au Prince, Haiti.
Frankie has a history of community involvement and has held membership in the Bahamas Mental Health Association and the Rolleville Regatta Association (Exuma). He partnered with the Bahamas AIDS Secretariat in its fight against HIV/AIDS and served on the Bahamas Film and Plays Control Board.
He is the first non-American President General, General Grand Masonic Congress Ancient Free and Accepted Masons (2016-2018) and is a former Chairman of the Board of Federation of Masons of the World.
Frankie and his wife Kathryn nee (Forbes) are practicing Anglicans and have four children.
