He began his early education at Inagua All Age School and The Government High School. He obtained a Certificate of Climatology from the Meteorological Office College Shinfield Park United kingdom in 1978, an Associate of Arts Degree in computer Science from the College of the Bahamas in 1989, Bachelor of Law LLB from University of Wolverhampton, United Kingdom, 2006 and a Certificate of Legal Education from the Eugene Dupuch Law School Nassau Bahamas in 2009.
Halson served as the Chief Meteorologist from 1970 to 1991 and later as a consultant to Tamarid International. He later joined Obie Ferguson & Co./Trade Union Congress as a Law student and Labour Consultant. He served as a Legal Executive with Sturrup, Thompson & Associates before forming his own firm Life Chambers in 2010.
As a labour advocate, Mr Moultrie continues to enjoy amicable relationships with the National Congress of Trade Unions (NCTU) and with the Trade Union Congress (TUC) as Consultant.
An Anglican at birth and member of St Phillip’s Anglican Church, Matthew Town, Inagua, Mr Moultrie was ordained minister of the gospel at Bahamas Faith Ministries International, Nassau, Bahamas and now attends Overcoming Power Ministries International (OPMI).
He is married to the former Kim Elexis Smith and the couple has one son Herschel.
